Add architecture spec and implementation plan

Transcribe the original architecture PDF into SPEZIFIKATION.md and add
UMSETZUNGSPLAN.md with the refined implementation plan (ZUGFeRD on-the-fly
invoicing, uv + Docker Compose, grouped Leistungserfassung).
